Complaints following the incidents at the Stade de France on May 28, 2022

The Defender of Rights was informed by the media and by her counterparts (from the United Kingdom and Ireland) that supporters of the Liverpool team who had come to attend the Champions League final on Saturday, May 28, 2022 at the Stade de France in Saint Denis wished to denounce the behaviour of certain persons in charge of private or public security on the French territory.

In accordance with article 4 of the Organic law n°2011-333 of 29 March 2011, the Defender of Rights ensures the control of the deontology of the security forces on the whole territory of the French Republic.

Any person who feels that he or she has been the victim of a breach of ethics/misconduct in France may refer the matter to the institution.

The complaints received will make it possible to document the facts. For situations in which the persons in charge of private or public security have been identified, an independent investigation will be carried out.

At the end of an investigation a (non-binding) decision of the institution may be taken and individual or collective recommendations may be made to the security forces. Our recommendations are intended to prevent the recurrence of the breaches reported.
